In a large mixing bowl combine thoroughly the ground beef, garlic, sage, fennel seed, and pepper. Place in refrigerator for an hour to marry flavors.
In a large sauté pan, cook onions until light brown. Add sugar and continue sautéing until medium brown and sweet to taste.
Preheat oven to 350 degrees. Line a baking sheet with parchment paper. Roll beef mixture into 20 – 1 ounce balls and place evenly on baking sheet. Place in oven for 10 minutes or until centers reach 145 degrees.
To assemble place a teaspoon of caramelized onions on the bottom half of P*DE*Q and top with cooked meat ball and P*DE*Q top half.
