Brown the ground beef, onions, and black pepper in a skillet. Coat a 1 ½-quart casserole with nonstick spray. Spoon in the meat mixture. Add the peppers and stir. Sprinkle the cheese over the mixture. Preheat the oven to 350 degrees F. In a medium bowl, whisk the eggs, milk, flour, and Tobasco until well blended. Pour over the casserole. Bake at 350 degrees until a knife inserted in the center comes out clean, about 45 minutes.
